I really again do not see a potention $10 million gap between the 28 schools in the SEC and Big 10 being this thing that PAC 12 or other P5 schools cannot overcome as far as being competive on the field in the one sport that really matters football.
Most PAC 12 schools have or are duing the facilities upgrades they need to do. The four California schools for example do not need IPFs and the schools that do NW schools, CU and Utah have them already. It can be argued if the Arizona schools need them. Most have already have or will upgrade team buildings and doing stadium upgrades.
The SEC and Big 10 can only hire 28 Head Football coaches. The only thing they would have over the PAC 12 is they might be more able to keep a coach other schools are after or fire a mistake, but I would think the coaching talent to win National titles with very good to great talent is still more that 28 deep even if all 28 hires in the SEC/Big 12 are all hits.
If ever school in those two conference signs 25 kids that is 700. It is very doubtful the extra money will mean that all the 5 stars and all the four stars only end up in those two conferences.
The PAC 12 is still going to be able to give full cost of attendance scholarships even if the cap ends up as high as $5000.
The some PAC 12 schools might have to cut sports (I think Stanford is the only one with every PAC 12 sponsored sports), but I doubt the Big 10 and SEC will start adding sports left and right.

Unless the Universities in the PAC 12 CEO's are planning on using their AD's to build libraries for the academic side if ran correctly Athletic Departments should be able to pull their own wieght in the PAC 12 and compete with the SEC and Big 10.
