"The reason the DOJ is interested is because it wants to know if shutting down satellite camp practices actually reduces the number of college opportunities for potential college football players."

I am not normally a slipper slope person, does this mean the DOJ will get involved when schools are put on probation and lose scholarships since that will also reduce the number of opportunities for college football players? I wonder which Big 10 school went to their Senator, who then went to the DOJ?
