Because of what I do I have spoken with architects that have done stadium design in the past. Official capacity of a sports or concert venue is the "permanent" ticketed seating and the standard capacity of a suite area (as opposed to the fire marshal allowable capacity). I say "permanent" because as we know in an arena for example that has Basketball and Hockey there are movable seats added to the floor when basketball configuration is used, but those seats (higher end $$$$ wise) so are always put in for BB they are "permanent".
Now that does not mean that temp bleachers or SOR does not happen in venues that increase the capacity. If you look at the yearly attendance numbers that the NCAA puts out you will see schools that list over 100% capacity.
The largest crowd at Folsom was the 2005 CSU game at 54,972. The official Folsom Capacity that year was 53,750, so 1222 over the listed official capacity. I want to say that they added temp bleachers or SOR in the small flat area above the visitors seating and that large flat area that was above last 2 sections of the old northeast layout.
I am not sure where other than that small flat area above the visitor sections they can put in temp bleachers, but I guess they can find places for SOR. I guess they might pack in more students in the student section since they do not sit, but then it be hard to have those tickets sold to non-students if they do not have access to they "ticketed" seat.
